City Manager

The City Manager is appointed by the City Council to operate the day-to-day functions of the City and to implement policy as directed by the City Council.

The City Clerks Department provides public information and City Council support, administers elections and preserves the legislative history of the City.

Building Department

The Building Department issues building permits for new construction, additions, renovations and other work required to be permitted by the Uniform Building Codes. The department also works in conjunction with other City departments to enforce the Portola Municipal Code.

Fire and Emergency Services

 Eastern Plumas Rural Fire Protection District

The City contracts with Eastern Plumas Rural Fire Protection District for
emergency medical and fire response calls. Please call the District at (530) 832-5626 if you have questions.

Planning Department

The Planning Department is responsible for implementing City policies that direct the physical development of the City through advanced and current planning functions.  

Services:
  • Assisting the City Manager, City Council, Planning Commission, and the community with creating guiding policies that shape the future of development in Portola
  • Preparing amendments to the General Plan, Specific Plans, and Zoning Ordinance
  • Coordinating with local, regional and state agencies
  • Reviewing residential, commercial,  and industrial development projects to ensure compliance with City policies
  • Providing support/enforcement of the Zoning Ordinance

Portola Pool

The  Portola Pool Season begins Memorial Day weekend end and runs through Labor Day weekend.  The pool offers swim lessons, party rentals, lap swim and water aerobics classes.  Contact City Hall during business hours at 530-832-6803 or during the Pool open hours at 530-832-5766.

Parks and Recreation

The City of Portola has many parks available for your use and enjoyment. At this time all use of the parks are free. The City Park is located on South Gulling across from City Hall and has B-B-Q areas and a covered Gazebo and is next to the Portola Swimming Pool. It is the biggest park in the City so it is very popular in the summer and we ask that you call City Hall (530) 832-6803 to put your name down so you can enjoy your next gathering on a first come basis. 

Baldwin Park is located on Joy Way on the north side of town and hosts a new play structure for the kids and a groomed bike trail. 

The Clock Park is located on the corner of Commercial and Gulling Streets. You can't miss the "Olde Time Clock" and all the charm this park has to offer. 

The City of Portola offers many activities such as a Volleyball Court, Horseshoe Pits and the Skate Park.
